Position Specifications

Incumbents in this position are responsible for examining commercial and private building plans and inspecting construction sites to ensure compliance with building code regulations. Examples of duties include: reviewing plans for complex construction projects and conducting field inspections; conducting preliminary conferences with architects and engineers for new construction, alterations and repairs to existing buildings and coordinating with other City and Federal agencies and testifying before the Board of Building Appeals.

Minimum Qualifications

A Bachelor’s degree in Architecture, Civil, Mechanical, or Electrical Engineering, or closely related field from a nationally accredited college or university; plus three years of professional experience in plan review, building design or construction. OR an equivalent combination of education, training and experience.

Registration:  Registration as a Professional Engineer or Architect in the State of Missouri or registration in another state with eligibility for reciprocity in Missouri.

License:  Must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis.  Must possess a valid driver’s license at the time of filing application and be able to present license upon request. SALARY RANGE: $29.29/HOUR – $44.56/HOUR

POSITION SUMMARY:  The Building Inspector is responsible for reviewing and inspecting construction activities within the city to ensure compliance with adopted building codes, zoning regulations and safety standards.  This position plays a critical role in safeguarding public safety, promoting responsible development, and maintaining the integrity of the built environment within the city.

OBJECTIVES:

  • Enforce building codes and regulations to ensure the safety, structural integrity, and accessibility of buildings.
  • Verify that new construction complies with building codes, zoning ordinances, and approved plans through field building inspections.
  • Review and approve building permit applications, ensuring that proposed construction projects meet regulatory requirements before work begins.
  • Maintain accurate records of inspections, permits, violations, and compliance activities, and prepare monthly reports.
  • Investigate complaints, issue citations, and take enforcement actions against violations of building codes and ordinances.
  • Assist with review and development of policies and procedures related to the department.
  • Respond to questions from the public, property owners, or other parties/agencies while maintaining required security and confidentiality of information, as needed.
  • Collaborate with other departments and agencies to ensure coordinated oversight of development projects and regulatory compliance.
  • Attend Planning and Zoning, Board of Aldermen, or other meetings, on request or as required.

COMPETENCIES:

  • Proficient knowledge of International Building Codes and National Electric Code as applied to residential and commercial development.
  • Basic understanding of city code compliance.
  • Basic skills to read and follow plans and aerial maps.
  • Ability to effectively communicate with and maintain a positive working relationship with staff, elected officials, supervisors, co-workers, citizens, business and community groups.
  • Ability to maintain confidentiality when working with sensitive information and to comply with all record retention laws.
  • Ability to communicate and follow directions in English, both orally and in writing.
  • Basic skills in the operation of a personal computer and various software applications, including Microsoft 365.

EDUCATION AND EXPERIENCE:   

  • High School diploma/ GED and at least two (2) years of experience in plumbing, construction, or related field; preference given to master of journeyman electrical license, experience in a skilled trade (framing, electrical, plumbing, or mechanical), and/or experience in residential and non-residential construction.
  • ICC Certification in at least one inspection area (building, electrical, mechanical, or plumbing) is required. Must pass the ICC B1 Residential Building Inspector exam within one year of hire and must pass the ICC B2 Commercial Inspector exam within three years of hire.

PHYSICAL REQUIREMENTS:

  • Work performed includes both indoor and outdoor environments.
  • Sufficient dexterity or mobility to sit and work at a keyboard, for extended periods of time, ascend or descend stairs or ladders, maneuver on uneven terrain, and lift/carry up to 30 pounds.
  • Exposure to heights, confined spaces.
  • Exposure to extreme weather conditions.
  • Exposure to dangerous machinery, dust, hazardous chemicals, and fumes.

Bart Alspaugh is currently a Building Official for Aoka Engineering. Aoka Engineering is a company that
specializes in providing Building Department services which can include Inspection services, Plan Review
services and Building Official Administration services to Local, State and Federal Government agencies.
Bart has been involved in Building Code Enforcement since 2006, having held positions as an Inspector,
Plan Reviewer and Building Official. Prior to working in the Building Code Enforcement industry, Bart
was a construction Superintendent specializing in wood framed structures for ten years. Bart has been
involved in the International Code Council (ICC) code development process as a past member of the
International Building Code: Means of Egress Committee. He has also served on the International
Residential Code Interpretations Committee. Bart is a past member of the Missouri Association of
Building Officials and Inspectors (MABOI) Board of Directors. He holds the Master Code Professional and
Certified Building Official certifications from the ICC. Bart enjoys sharing his passion of the built

Position Summary                           

Under direction, is responsible for inspecting buildings under construction, alteration, repair, or change of occupancy to ensure conformity with city building codes.   Work also involves reviewing plans to ensure code compliance and taking appropriate enforcement actions.  Work is performed under general supervision and is reviewed in accordance with established standards and objectives.

Principal Duties and Responsibilities 

The following duties, responsibilities and expectations are not necessarily limited to the following, and are not enumerated in any particular order or priority.   At any particular time the frequency or duration with which one or more of the following specific duties is performed may vary widely.

  1. Conducts on-site inspections of new institutional, industrial, commercial and residential construction projects to verify compliance with building, mechanical, plumbing, electrical, zoning, and engineering codes, as well as with city ordinances and property maintenance standards
  2. Inspects existing properties for rental occupancies and new business licenses
  3. Inspects existing structures for health and life safety minimum standards
  4. Assists external and internal customers, city residents, architects, engineers and others in the interpretation and application of relevant codes and ordinances
  5. Conducts field investigations; inspects properties for violations; contacts property owner to resolve violations; issues and posts warning notices; schedules and performs follow-up activities to gain compliance
  6. Receives and responds to citizen complaints and reports from other agencies and departments regarding alleged violations; interviews complainant and witnesses; conducts investigations and provides recommendations for resolutions
  7. Provides proactive code enforcement by patrolling assigned areas to identify and evaluate ordinance violations
  8. Occasional attendance required at Municipal Court or City Board/Committee Meetings
  9. Full permit plan review
  10. Flood plain permit review
  11. Performs related duties as assigned

Physical Work Demands

Description

The City of Jefferson is currently accepting applications for a Building Official Manager to direct the operations of the Building Division of Jefferson City.  This position will be part of a dynamic team within the Planning and Protective Services Department that helps support the growth and development of the community.  This is a highly responsible and complex position that manages and directs the activities and operations of the division, including building inspection and enforcement of state laws, codes and local ordinances dealing with the construction of new buildings and the alteration, use and ongoing safety of existing buildings.  

Examples of Duties

Functions as the Building Official for the City and administers, interprets, communicates, and enforces municipal ordinances and adopted codes and standards pertaining to the construction of the built environment in the City of Jefferson

Directs day-to-day operations of personnel engaged in providing inspection, regulatory, and code enforcement services related to all phases of building and housing construction, electrical, plumbing, fire and safety protections and heating installations.

Provides and monitor staff development to insure appropriate expertise and experience within the division.

Reviews building plans and inspects residential, commercial and industrial buildings assuring that construction, alteration and maintenance work complies with code and is constructed according to approved plans; checks the quality of materials and methods of construction for structural, electrical work, concrete work, plastering, plumbing, tile, masonry work, and life/safety code compliance.

Provides exceptional customer service while communicating with contractors, builders, developers and citizens during the plan approval and inspection processes to insure compliance with municipal ordinances and regulations.

Provides staff support and assistance to boards and commissions as required.  Attends other meetings, training and conferences; interacts with outside agencies and commissions; and provides leadership for teams or committees, as needed.

Coordinates with Code Enforcement and/or the Fire Department on various code compliance activities, including the abatement of dangerous or unsafe structures.

Attends meetings of the Development Review Committee; coordinates and attends pre-application meetings; and coordinates plan review with other departments, as needed.

Typical Qualifications

Education & ExperienceA bachelor’s degree in construction science, construction management, architecture, engineering, or a related area.

At least five years of professional work experience related to building design and construction, code review or enforcement, with at least two years of supervisory and management level experience.

Any equivalent combination of relevant education and experience may be considered.

Physical: Ability to traverse over rough terrain; inspect dangerous and unfinished buildings; and work in extreme weather conditions.  Ability to drive City vehicle to sites to conduct inspections and inspect work being performed and to determine adherence to codes, ordinances and standards.

Mental: Ability to effectively communicate both orally and in writing; tactfully enforce established City codes and regulations; interpret plans, diagrams, blueprints, and specifications; and establish and maintain effective working relationships with designers, engineers, architects, contractors, developers and the general public.  Ability to keep detailed  records and to prepare reports. Ability to plan, organize, coordinate, prioritize, assign and evaluate the work of inspectors.
