TITLE: Commercial Building Inspector

STARTING SALARY RANGE: $50,724-$70,980 (DOQ)

STATUS: Non-Exempt, 3-Year Term

GRADE: 10

DEPARTMENT / DIVISION:  Community Development Department / Building Division

SUPERVISOR: Chief Building Official

 

The City of Creve Coeur Building Division is seeking a Commercial Building Inspector who possesses the ability to perform commercial and residential building inspections. This is a full-time, benefit-eligible position offering a competitive benefits package which includes a defined benefit retirement plan with Missouri Local Government Employee Retirement System (LAGERS). This position is term-limited to three (3) years; however, it could transition to permanent full-time status with anticipated employee retirements in the foreseeable future.

 

The successful candidate will inspect commercial and residential construction sites, respond to complaints from the public, enforce zoning ordinances, maintain accurate records, compile reports and provide proper notification for unauthorized construction in order to ensure that all construction and zoning activities are in compliance with City ordinances for the City of Creve Coeur.

 

ESSENTIAL FUNCTIONS:

 

  • Inspects construction sites and apartment dwelling units for compliance with the building code; inspects electrical, plumbing, mechanical work as they relate to the building code; drives to sites; and measures structural components, inspects fire resistance rated construction, inspects all aspects of the means of egress, etc. to ensure compliance with city-approved plans and building code requirements in order to ensure safe and lawful construction for the City of Creve Coeur.
  • Responds to building code complaints from the general public; investigates complaints; sends violation notices as needed; and informs complainants of action being taken in order to prevent building code violations for the City of Creve Coeur. Provides proper notification for unauthorized construction work by posting a stop work order where the unauthorized work is taking place. Ensures said property owner obtains the necessary permits in order to gain compliance with the building and zoning codes of the City of Creve Coeur.
  • Confers with property owners, contractors, architects, engineers and the general public in the field and office; explain and interpret building code requirements and restrictions.
  • Inspects existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances.
  • Demonstrates a commitment to his/her public duty and presents oneself as a credible and knowledgeable representative of the city to maintain public trust by following the principals of  “Our Commitments to Character-Driven Professionalism”; builds and maintains positive relationships while serving all internal and external customers using effective communication and teambuilding skills; seeks to actively listen and provides prompt assistance to others; equally treats others with dignity and respect; problem-solves; accepts responsibility for self and work product.

 

REQUIREMENTS:

The successful candidate must possess a high school diploma or equivalent, Commercial Building Inspector Certification from the International Code Council and three or more years of increasingly responsible equivalent or related experience. Bachelor degree in construction technology, architectural drafting or related field preferred.  A valid driver license, proof of current vehicle insurance and reliable vehicle transportation is required.  Able to establish and maintain effective working relationships with others. Can effectively organize and prioritize work.  Communicates clearly both verbally and in writing.  Able to work independently.  Remains calm when dealing with disgruntled developers and residents.  Uses information to solve problems and make effective decisions.  Can concentrate on multiple tasks simultaneously. Able to work outside in varying weather conditions.  Able to drive to different construction sites.  Able to walk, stoop, bend and climb as needed to survey sites. Specific vision abilities required include close vision, color vision and ability to focus.

Instructor: Linda S. Pieczynski is a former assistant state’s attorney and former municipal prosecutor in DuPage County, Illinois.  She devotes her legal practice to teaching and writing about the legal aspects of code administration including building, property maintenance, fire and zoning codes. She conducts training nationwide for the International Code Council (ICC).  She is the author of numerous code related books including The Building Process Simplified, The Building Official’s and Inspector’s Guide to Codes, Forms and Complaints, The Residential Inspector’s Guide to Codes, Forms and Complaints, The Fire Inspector’s Guide to Codes, Forms and Complaints, and The Property Maintenance Inspector’s Guide to Codes, Forms and Complaints, all published by Cengage.  She also has served as editor of revisions to the Legal Aspects of Code Administration published by ICC.

 

DAY 1 COURSE DESCRIPTION: Participants will be provided guidelines for effective code administration and enforcement of the legal aspects of the code for the building code official. The following topics will be covered during the seminar: legal concepts, identifying responsible parties, gathering evidence, property law concepts, right of entry, liability preparing a case for court, and testifying effectively.

 GOAL: Participants will be able to apply effective building code administration and enforcement techniques to assist them in executing the legal aspects of their job

Morning Session: Firestopping Life Safety

MORNING SESSION DESCRIPTION: Life Safety Seminar is a comprehensive 3-hour learning course that will give attendees a deep dive into the major components of firestop and how they impact life safety of buildings. During the course, we will not only look at the major categories of passive compartmentation, firestop systems, including joints, penetrations, and edge of slab, but we will also look at how the code has evolved over time and where firestop fits into the International Building Code. At the conclusion of the course participants should be able to identify: What is Firestop and why do we use it, Compartmentation and the elements that are included, Important Code updates from 2012, 2015, 2018, How firestop systems are tested and listed with the applicable testing jurisdictions, and secondary attributes attributed to proper use and selection.

Afternoon Session: IRC Deck Connection

AFTERNOON SESSION DESCRIPTION: Wood framed decks are often overlooked when it comes to structural integrity and code requirements.  Many people overlook the fact that decks must be designed and constructed to resist stresses from uplift, lateral, and other loads that result from wind and seismic activity along with the people and objects that occupy the deck.  This class will provide an introductory look at some of the core code requirements for deck construction from the IRC.

TITLE: 2018 IRC Residential Dwelling

COURSE DESCRIPTION: This course is designed to provide tools and procedures useful for residential code compliance of the new 2018 International Residential Code.  In this fast-paced class, we will cover broad spectrum code issues and topics that will guide the combination inspector with their day-to-day inspections.  Participants will have the opportunity to review electrical, plumbing, and mechanical, as well as general construction for the purpose of determining a minimum standard of living for residential occupancy.  This course is applicable to code enforcement, field inspectors and code officials.

Goal: This course is designed to provide tools and procedures useful for residential code compliance of the new 2018 International Residential Code.

Instructor:  Russell Thornburg

With over 31 years of experience, Russell Thornburg brings to the classroom first-hand knowledge of many aspects of the building industry from the basics of home ownership, to general contracting, to field inspection and plans examiner.  For more than twenty years he was self-employed as a licensed general contractor and has over 17 years of experience working for municipalities in the state of Minnesota and Kansas.  During this time he began teaching Building Inspection Technology programs for Minnesota State Colleges and Universities, as well as Continuing Education Seminars from around the country and ICC chapters.  After a short stint serving as Program Director for Johnson County Contractor Licensing of KS he has returned to Texas and now writes and develops code seminars and presents these programs for various organizations, including municipalities, institutes, ICC chapters, Home Builders Associations, and industries throughout the United States.

MORNING SESSION DESCRIPTION: Life Safety Seminar is a comprehensive 3-hour learning course that will give attendees a deep dive into the major components of firestop and how they impact life safety of buildings. During the course, we will not only look at the major categories of passive compartmentation, firestop systems, including joints, penetrations, and edge of slab, but we will also look at how the code has evolved over time and where firestop fits into the International Building Code. At the conclusion of the course participants should be able to identify: What is Firestop and why do we use it, Compartmentation and the elements that are included, Important Code updates from 2012, 2015, 2018, How firestop systems are tested and listed with the applicable testing jurisdictions, and secondary attributes attributed to proper use and selection.

AFTERNOON SESSION DESCRIPTION: Wood framed decks are often overlooked when it comes to structural integrity and code requirements.  Many people overlook the fact that decks must be designed and constructed to resist stresses from uplift, lateral, and other loads that result from wind and seismic activity along with the people and objects that occupy the deck.  This class will provide an introductory look at some of the core code requirements for deck construction from the IRC.

Position Summary
The City of Des Peres, Missouri (Population 8,373) is seeking a dedicated professional to serve as Code Enforcement Officer. Under general supervision of the Director of Public Works, this position is responsible for enforcing property, housing maintenance, and other nuisance codes while investigating property complaints and assisting the Building Department in other inspections as needed. This position also reviews plans, conducts inspections and issues permits for signage, grand openings, commercial occupancy and business licenses (City contracts with St. Louis County for electrical, plumbing and mechanical permitting).

Minimum Training & Experience
Graduation from High School or GED and a minimum of three (3) years of experience in construction or inspection services required. Salary range $47,832 to $62,850 with starting salary up to $56,413 depending on qualifications and experience plus an excellent benefit package.

Instructor: Linda S. Pieczynski is a former assistant state’s attorney and former municipal prosecutor in DuPage County, Illinois.  She devotes her legal practice to teaching and writing about the legal aspects of code administration including building, property maintenance, fire and zoning codes. She conducts training nationwide for the International Code Council (ICC).  She is the author of numerous code related books including The Building Process Simplified, The Building Official’s and Inspector’s Guide to Codes, Forms and Complaints, The Residential Inspector’s Guide to Codes, Forms and Complaints, The Fire Inspector’s Guide to Codes, Forms and Complaints, and The Property Maintenance Inspector’s Guide to Codes, Forms and Complaints, all published by Cengage.  She also has served as editor of revisions to the Legal Aspects of Code Administration published by ICC.

 

DAY 1 COURSE DESCRIPTION: Participants will be provided guidelines for effective code administration and enforcement of the legal aspects of the code for the building code official. The following topics will be covered during the seminar: legal concepts, identifying responsible parties, gathering evidence, property law concepts, right of entry, liability preparing a case for court, and testifying effectively.

 GOAL: Participants will be able to apply effective building code administration and enforcement techniques to assist them in executing the legal aspects of their job

 Objectives: Upon completion of this seminar, participants will be better able to:
