Biographies:

Richard Walke | Underwriters Laboratories
Senior Regulatory Engineer – Codes and Advisory Services Department

Rich is a Senior Regulatory Engineer with Underwriters Laboratories (UL) in Northbrook, IL.  His responsibilities include providing fire protection related technical support to the regulatory community, providing educational seminars, developing internet based training programs, interacting on code change activities and serving as a liaison between the UL engineering staff and the regulatory community.  Prior to this assignment, Rich was actively engaged in fire protection engineering for 29 years.  He provided the supervisory and review activities of engineering investigations conducted on fire resistive construction, through-penetration firestop systems, joint systems, perimeter fire containment systems, fire resistive electrical outlet boxes, electrical circuit protections systems, fire resistive grease and air ducts systems, interior finish building materials, air duct materials and solid fuel heating appliances.

Rich received a Bachelor of Science Degree in Civil Engineering from Valparaiso University in 1976.  He is currently a Certified Quality Engineer with the American Society for Quality Control.
Dan Grosch | Underwriters Laboratories
Dan has been working for UL 37 years, all in fire alarm detection and notification. He is a technical member of NFPA 72 on the chapter for notification appliances and was involved in process of adding the 520 Hz requirement into both NFPA 72 and the UL product Standards. Dan is also involved in the technical task groups for UL and NFPA to look at LED strobe notification.

The Monarch Fire Protection District covers a geographic area of almost 63 square miles in West St. Louis County and services more than 72,000 people that live in all of (or part of) Ballwin, Chesterfield, Clarkson Valley, Creve Coeur, Maryland Heights, Wildwood and parts of unincorporated St. Louis County. The area is made up of residential, commercial and industrial properties to include St. Luke’s Hospital campus, Spirit of St. Louis Airport, Chesterfield Valley Shopping Center, Chesterfield Mall, Monsanto Research campus and numerous subdivisions and business/industrial complexes.

The District operates 5 Engine Houses, a Maintenance Center, an Administration Facility and a Training Tower and has a staff that is made up of more than 120 Firefighter/Paramedics, Fire Prevention Specialists, Officers and Administrative Personnel. Furthermore, Monarch supports the SOAR (Special Operations Aviation Rescue) Team, Monarch Haz-Mat Team, the St. Louis Regional Heavy Rescue Task Force, Urban Search and Rescue Team, as well as assisting the Homeland Security Department with the Strike Force 3 Urban Search and Heavy Rescue vehicle.

The Monarch FPD is currently searching for a Fire Inspector.

Responsibilities Include (but are not limited to):

Under the supervision of the Fire Marshal, enforces fire and building regulations, ordinances, codes, and applicable laws to ensure compliance and consistency. Plan review, and inspections of all aspects of commercial construction and occupancies, including but not limited to building construction and renovation, fire protection systems, operations, processes and the storage, handling or use of hazardous materials or devices. Approves fire district occupancy permits. Performs inspections of existing buildings for fire and life-safety hazards.

Interacts and communicates with design professionals, contractors, business owners, and public officials regarding fire prevention and other district-related issues. Provides fire and life-safety information and assistance to businesses, occupants, contractors, and the general public as necessary. Responds to complaints by residents, employees of businesses, and other citizens regarding possible hazards and/or violations of district ordinances.

Conducts investigations into causes of fires and fire protection system failures.

Qualifications/Skills Required:

• High school diploma or equivalent
• Minimum 5 years of experience in code enforcement, commercial construction inspections and plan review
• Experience researching and applying current ICC and NFPA codes and standards
• Certified Fire Investigator (IFSAC, NBFSPQ or IAAI) within 1 year of employment depending on class availability
• Certified Fire Inspector (IFSAC, NBFSPQ or NFPA) within 1 year of employment depending on class availability
• Certified Commercial Plans Examiner or Certified Building Official (ICC) highly desired
• Ability to lift, climb ladders and scaffolding, and navigate through all areas of construction sites and fire scenes
• Ability to work odd hours as needed
• Valid Driver’s License

The City of Collinsville is seeking a Chief Building Official to direct and manage the operation of the City’s Building Department. This position reports to the Community Development Director under the general guidance of the current retiring Building Inspector.

This position involves planning, coordinating and supervising all aspects of the Building Division, including inspections, plan review, examination and issuance of building permits, managing and tracking projects and other administrative duties.

The position will work under the direction of the current Building Inspector until his retirement at which time this position will move into the position of Chief Building Official and will provide oversight and supervision of subordinate building inspector(s) both full and part time.

The ideal candidate will possess 5-10 years municipal inspections experience; equivalent experience in the construction trades may be considered supplementally. Certified Building Official preferred, but will consider candidates possessing IRC and/or IBC Certification in both inspections and plan review, or the equivalent. Plan review is a major function of the position and only those with significant plan review experience will be considered. Proficiency in the use of office software and technology is required, as well as a valid Driver’s License.

Salary Range: $60 – $75,000 dependent on qualifications.

The City of Maryland Heights seeks a Building Inspector. Requires high school diploma or
equivalent, 4-years construction inspection experience, ICC Certification as a Residential
Building Inspector, ICC Certification as a Commercial Building Inspector, strong customer
service skills, ability to read and understand complex construction documents and
specifications, ability to effectively operate and navigate computer hardware and software
and working knowledge of Microsoft Windows and Microsoft Office 2010.

Essential duties and responsibilities include enforcing building-related codes and ordinances,
perform on-site inspections of all aspects of building construction to verify compliance with
the approved construction documents and the adopted codes and ordinances. Inspections
generally include but are not limited to drilled piers, footings, foundations, framing,
structural connections, reinforced concrete, insulation, fenestration, interior finish, automatic
sprinkler installations, installation of emergency generators, fire alarm systems and access
control systems. Construction to be inspected includes commercial, industrial and residential
structures.
